SDVOSB is up 22% on last year in the same window. HUBZone is down 11% and the award count fell by two thirds. 357 new SDVOSB awards landed in the first 13 days of September alone. Three things are true at once.
SDVOSB is the growth program. Up 22% in dollars and the award count more than doubled. That is not the whole federal market waking up to veterans. That is one agency.
8(a) is flat in dollars but the new-award count is thin. 286 new 8(a) awards in ten weeks across all civilian agencies. Most 8(a) money this quarter is modifications on existing contracts, not fresh sole-source awards.
HUBZone is shrinking. Fewer dollars, and a collapse in the number of awards touched (222 vs 658). If HUBZone is your primary certification, you are competing for a smaller pie than last year.

VA's electronic health record rollout is a construction program as much as an IT program, and the construction side is being bought through SDVOSB joint ventures. Three Koniag subsidiaries took three GSA-administered SBA IT awards worth $58.6M on Sep 8 and 9. Sealaska, Akima, and Goldbelt are also Alaska Native Corporation subsidiaries.
