10,656 Federal Contracts End in FY2027. You Can Bid 1 in 4: The Recompete List by NAICS Code
We pulled every contract of $5M or more in 18 NAICS codes with activity in the last 12 months and an end date in FY2027. 10,656 contracts. 75% are task orders you cannot touch without the vehicle. In IT and engineering it is 91%. In construction it is 46%. Here is the open-door count for your code, the 1,103 civilian contracts anyone can bid, and the incumbents with the most clocks running.
Short answer: 10,656 federal contracts of $5M or more in 18 common small-business NAICS codes have a current end date in FY2027 (Oct 1, 2026 to Sep 30, 2027). Only 2,611 are standalone contracts anyone can bid. The other 8,045 are task orders or BPA calls reserved for holders of the parent vehicle.

FY2027 starts Thursday. Between then and Sep 30, 2027, 10,656 federal contracts worth $5M or more in 18 of the most common small-business NAICS codes hit their current end date.
That sounds like 10,656 chances. It is not.
8,045 of them are task orders or BPA calls. The follow-on work goes to whoever holds the parent vehicle. If you are not on it, you are not bidding, no matter how good your past performance is. The real FY2027 list, the one you can act on without a vehicle, is 2,611 standalone contracts. Take out Defense and anything over $100M, and it is 1,103.

How we built the list
USASpending does not filter on end date. So for each of 18 NAICS codes we pulled every contract (award types A-D) of $5M or more with at least one action between Sep 28, 2025 and Sep 28, 2026. That is 25,037 contracts, every page, no sampling. We kept the 10,656 whose current period-of-performance end date falls between Oct 1, 2026 and Sep 30, 2027.
Then we split them by award type. Definitive contracts and purchase orders are standalone: when they end, the agency runs a new competition that any eligible firm can enter. Delivery orders and BPA calls sit under a parent IDIQ, GWAC, schedule, or BPA. Their follow-on usually gets competed only among vehicle holders.

The clocks are spread evenly through the year: 2,551 end in Q1 (Oct-Dec), 2,989 in Q2, 2,462 in Q3, and 2,654 in Q4. There is no quiet quarter.

Three things jump out.
IT and engineering are vehicle markets. In 541512 and 541330, 91% of the FY2027 clocks are orders. A 541512 firm with no GWAC, no schedule, and no IDIQ seat is competing for 119 of 1,283 expiring contracts. The capture question for these codes is not "which contract" but "which vehicle recompetes next, and can I get on it or team with someone who is."
Construction and trades are open markets. Building construction is 54% standalone, heavy civil 80%, plumbing and HVAC 85%. 324 building contracts are civilian, standalone, and under $100M. That is the single largest open-door pool on this list, and VA alone placed 234 of the building contracts ending this year.
R&D is the surprise. 541715 is 41% standalone (517 contracts), because research work is often bought as individual definitive contracts. Most of it is Defense, but 106 open-door civilian R&D contracts end this year, led by NIH (47 of the 106).
One caution on janitorial: a large share of standalone custodial contracts are AbilityOne awards to nonprofit agencies on the Procurement List. Those are mandatory-source and do not recompete in the open market. Check the incumbent before you plan a bid.
The open door: 1,103 contracts a small firm can actually chase
Filter to civilian, standalone, and under $100M, and 1,103 contracts remain, worth $18.85B obligated to date. 921 of them are $5M to $25M.

Timing: 299 end in Q1, 244 in Q2, 213 in Q3, and 347 in Q4. A contract ending in October or November almost certainly has its follow-on solicitation posted or awarded already. The ones ending January through June 2027 are where positioning still pays: sources sought, industry days, and draft RFPs typically land 6 to 12 months before the end date.

We removed SBIR Phase III awards and AbilityOne awards from this table because neither recompetes in the open market. Two of the twelve incumbents are 8(a) firms, which usually means the follow-on stays in the 8(a) program. That is an opening if you hold 8(a) status and a wall if you do not.
