Read your own row, not the headline.

VA did not move. $3.19B both years. This year is $7.9M lower. VA is 86% of the entire 12-day total.

Agriculture's jump is one timber sale. $113.9M against $2.4M. Peachtree Lumber accounts for $99.6M of it.

NASA's jump is modifications on work already held. $73.5M against $1.8M. The largest rows are Amentum spaceport services, mod P00170, and JPL Mars mission orders. Not a new program.

DoD is the entire 58.2%. Last year's first 12 days included $5.19B of Defense. This year's DoD file is one modification for $1,000,000: Jacobs Government Services, PIID W912DQ25F3060, mod P00001, Cascades Island Superfund. The rest of DoD October has not been published.

$900.5M of the $3.71B is that one TriWest delivery order. 24% of the 12 days. The description on the transaction is an express report for September of FY2026. It sits on a vehicle. You cannot bid it, and you could not have bid it in October.

AT&T and Lumen cite EO 14398 in the modification descriptions. Those dollars change a clause. They do not add scope.

Two rows above are definitive contracts with mod 0. Peachtree Lumber is a Forest Service timber sale described as Hurricane Helene fuels reduction, NAICS 113310. GDIT is the one new IT contract in the top rows: USPTO, enterprise cloud modernization, NAICS 541519. The rows just under this table are more FedEx mail calls, U.S. Mint metal-strip orders, and VA staffing modifications.

If you sell IT, open 541519. If you sell construction, open 236220. The named construction row under the top eight is Matos-Grunley Joint Venture, $21.3M, PIID 47PB5227F0001, a delivery order for an NRC office renovation. A delivery order is work on a vehicle you have to already hold.

What to do with a 58% chart

  • Remove Defense before you change a capture plan. The 58.2% is $5.19B of last year's DoD that is not in this year's file. Civilian spending is $24.0M ahead of the same 12 days last year. The lag, and the FY2026 quarter that is still missing, is in the DoD post.
  • Open the PIID before you treat a headline award as a loss. Paste 36C10G27K0004. If the row is a delivery order, a BPA call, or a modification numbered P00xxx, an incumbent got paid. You did not lose a competition.
  • The work you can still bid has an end date, not an October action date. FY2027 recompetes by NAICS is the list. Score one before you spend a proposal budget.
  • Set the alert this week. Open alerts. DoD's first 12 days last year were $5.19B. On this lag those rows land in January. That is the day you want the email.
  • Caveats

  • Award types A through D only. Grants, loans, and other assistance are not in these totals.
  • Action dates Oct 1 through Oct 12. Pulled Oct 13, 2026. Extending the window through Oct 13 did not change the $3.71B.
  • DoD contract data publishes on about a 90-day lag. $1.0M is one modification. It is not a forecast of October.
  • 58.2%, $24.0M, and $7.9M are exact differences. Billion figures in the table are rounded to the nearest $10 million, and million figures to the nearest $100,000. Adding the rounded agency cells will not foot to $3.71B. Exact civilian totals, excluding DoD, are $3,707,164,464 and $3,683,153,447.
  • VA displays as $3.19B both years. The exact figures are $3,186,072,482 and $3,193,990,895.
  • A mod 0 delivery order is still an order on a vehicle. TriWest, FedEx, and the GSA renovation are not competitions a new bidder could have entered.
  • DHS at $7.2M against $59.1M is a quiet 12 days at a civilian department. It is not the DoD lag. Do not read one agency row as a cut until that agency's month has a full file.
