Cellebrite, Axon, and Carbyne: The Public Safety Stack Behind Federal Law Enforcement Tech (2026 Deep Dive)
Three vendors now map to three layers of the U.S. public-safety stack: Cellebrite extracts the device, Axon captures the street, Carbyne (now Axon) owns the 911 call. USASpending shows ~$136M tied to Cellebrite names and ~$449M to Axon Enterprise since 2015 - while ICE forecasts a $50M-$100M Cellebrite IDIQ and Axon closed a ~$625M Carbyne buy. Here is the award book, the reseller pattern, and where BD teams still get in.
Three companies. One stack. Different federal footprints.
Most "competitor deep dives" treat vendors as interchangeable. Cellebrite, Axon, and Carbyne are not interchangeable. They sit on different layers of the same mission:
| Layer | Company | What it sells | Federal signal (USASpending agency mix, 2015-Aug 2026) |
|---|---|---|---|
| Device forensics | Cellebrite (Nasdaq: CLBT) | Mobile/UAV extraction, UFED, Government Cloud | ~$136M searchable; DHS ~$112M |
| Field + evidence | Axon Enterprise (Nasdaq: AXON) | Body-worn cameras, TASER, Evidence.com, DEMS | ~$449M searchable; DHS ~$191M |
| 911 / ECC | Carbyne (now Axon) | Cloud-native emergency call-taking | Direct federal ~$0.7M; value is ECC + acquisition |
The free aha: federal obligations understate the market. Carbyne's power was always state and local 911 centers (Miami, Atlanta, New Orleans, and peers). Axon paid ~$625M for that layer anyway. Cellebrite's federal book is smaller than Axon's, but ICE just telegraphed a brand-name IDIQ that can run to $100M. If you sell into law enforcement IT, you are not picking "a camera vendor" - you are deciding which layer of a consolidating stack you attach to.

Data note: Agency totals are USASpending.gov `spending_by_category/awarding_agency` aggregates for recipient-search text, pulled August 11, 2026. They are obligation samples across the period, not audited annual revenue. Keyword award rows can include resellers (FCN, RedHawk, Leidos) buying Cellebrite products for agencies - that reseller pattern is itself a BD finding.
Company cards
Cellebrite DI Ltd / Cellebrite Inc
| Detail | Information |
|---|---|
| Listing | Nasdaq: CLBT |
| HQ / U.S. footprint | Israel-founded; U.S. federal sales via Cellebrite Inc / Federal Solutions |
| Core product | Digital investigative platform (UFED and successors), now Cellebrite Government Cloud |
| FY2025 revenue (company) | ~$475.7M (+~19% YoY); FY2026 guide mid/high teens growth to ~$571M ceiling (earnings / FedScoop) |
| FedRAMP | High authorization announced May 6, 2026; DOJ sponsoring agency |
| Federal agency mix (USASpending) | DHS dominant (~$112M), then DOJ (~$9M), DoD (~$6M), State (~$5M) |
Cellebrite's pitch to federal buyers is no longer only a ruggedized kiosk in a forensics lab. FedRAMP High lets components reuse DOJ's package for cloud workflows on sensitive unclassified investigative data - FBI, DEA, ATF, EOUSA, and anyone else that wants speed to ATO.
Axon Enterprise, Inc.
| Detail | Information |
|---|---|
| Listing | Nasdaq: AXON |
| HQ | Scottsdale, Arizona |
| Core products | TASER, Axon Body, Axon Fleet, Evidence.com, Draft One / AI, now Axon 911 (Prepared + Carbyne) |
| Federal agency mix (USASpending) | DHS ~$191M, DOJ ~$90M, VA ~$87M, Interior ~$43M, Treasury ~$18M |
| Q2 2026 revenue (company) | ~$904M (10-Q coverage) |
Axon's federal pattern is repetitive and readable in award text: body-worn cameras, docking stations, TASER cyclical replacements, digital evidence management. It is a hardware + SaaS subscription machine that spreads across DHS components, federal LE, VA police, and Interior bureaus - not a single megadeal franchise like shipbuilding.
Carbyne Ltd. (Axon)
| Detail | Information |
|---|---|
| Pre-deal | Israeli cloud-native 911 / ECC platform; hundreds of agencies; "protecting more than 250 million people" (Axon announcement framing) |
| Deal | Axon acquires remaining ~89.3% on Feb 18, 2026; ~$550M cash paid; deal valued ~$625M; ~$525M goodwill (Axon 10-Q / SEC) |
| Prior stake | Axon already held ~10.7% (fair value ~$67M at close) |
| Federal USASpending | Negligible direct awards (~$0.7M SBA-linked under "CARBYNE" search) |
Carbyne is the clearest example of a company that wins the market without winning FPDS. If your competitive intel only ranks federal primes by obligation dollars, you miss the ECC layer until an Axon 10-Q force-feeds it into your model.
The 2026 catalysts that matter
1. Cellebrite FedRAMP High (May 2026)
DOJ sponsorship is the tell. It is not a marketing badge for state/local. It is a federal adoption accelerator for cloud forensics. Every component that was stuck on on-prem appliances now has a documented High path. Competitors without FedRAMP High are arguing process while Cellebrite argues reuse.
2. ICE / HSI Cellebrite IDIQ forecast ($50M-$100M)
APFS record F2026073738 (published May 6, 2026): brand-name 5-year IDIQ, NAICS 334290, Firm Fixed Price, anticipated award Q4 FY2026, estimated solicitation July 16, 2026, complete Sept 29, 2031, place of performance Fairfax, VA. Description states Cellebrite tools are "the most widely utilized and deployed computer forensic tool within Homeland Security Investigations," covering phones, tablets, and UAVs.
That forecast sits on top of ongoing purchase orders. Example: 70CMSD26P00000034 (Apr 15, 2026) - Cellebrite products/services for HSI via FCN, Inc., ~$948.6K ceiling (SAM.gov / Federal Compass reporting). The brand is Cellebrite; the contract vehicle is often a reseller. BD teams that only chase "CELLEBRITE INC" as prime miss half the award stream.
3. Axon + Carbyne (+ Prepared): the 911 bolt-on
Axon's FY2025 shareholder letter and 2026 filings frame Prepared (closed late 2025) and Carbyne (Q1 2026) as the start of an Axon 911 category: call-taking and AI communications wired into real-time ops and evidence. Street video without the call is incomplete. The call without the evidence chain is incomplete. Axon is buying the missing node.
For competitors in ECC software: you are no longer only fighting niche 911 vendors. You are fighting a company that already owns the camera on the officer and the evidence vault.

The Axon rows rhyme. The Cellebrite rows rhyme too - until you notice FCN and RedHawk. Platform vendor vs channel is the first filter in any capture plan.
Competitive structure: who actually threatens whom?
| Question | Reality |
|---|---|
| Can a small business unseat Cellebrite as HSI's brand-name forensics tool? | Unlikely on the IDIQ itself if it stays brand-name. Compete on adjacent scopes: lab infra, case management, training, drone forensics services, integration. |
| Can Axon be displaced on federal body-worn? | Contested at the margin (other camera OEMs exist), but switching costs in Evidence.com + dock + policy + training are high. Win rates favor incumbent refresh over rip-and-replace. |
| Is Carbyne a federal recompete target? | Wrong frame. Compete for ECC modernization at state/local and for federal campus / military 911 niches - or team into Axon's channel post-acquisition. |
| Where do protests and set-asides show up? | More on reseller / integration task orders than on Axon's named camera buys. Run incumbent teardowns on FCN-style awards, not fantasy OEM swaps. |
Privacy, politics, and why BD still has to model them
Cellebrite tools bypass device locks. Privacy groups (EPIC, EFF) call them invasive; FedScoop's May 2026 reporting covers ICE oversight concerns and "Safeguard Mode" debates. That does not stop the APFS forecast. It does create schedule risk: policy reviews, warrant workflows, and congressional letters can slip an award quarter even when the technical preference is locked.
Axon's stack raises a different risk: platform concentration. Agencies that standardize on Axon for cameras + evidence + 911 create a single-vendor dependency that IG and GAO reviews eventually notice. Competitors should arm capture briefs with switching-cost honesty and multi-vendor architectures - not vibes.

Bottom line
Cellebrite is the forensics utility of federal investigative work - FedRAMP High, DHS-heavy, brand-name IDIQ on deck. Axon is the field-to-evidence OS with nearly half a billion dollars of searchable federal obligations and a deliberate buy into 911. Carbyne is the proof that the most important public-safety platforms can be almost invisible in USASpending until a public company writes a $625M check.
The free insight is the three-layer map. The paid insight is picking your layer - OEM, reseller, integrator, or ECC challenger - before ICE's forensics IDIQ and Axon's 911 stack finish freezing the bill of materials.
